A close ally has claimed that Sir Keir Starmer’s major address this week is not a relaunch.
On Thursday, the prime minister will present his Plan for Change, which is generally seen as an effort to get his administration back on course.

Pat McFadden, the cabinet minister, acknowledged yesterday that he had to deal with issues that would generate a lot of heat.
However, he claimed that the main goal was to further develop the NHS, economic growth, crime reduction, renewable energy, and opportunity creation.
“This week, we are laying out a plan for change over the next few years to inform the public of the key priorities in these areas,” he said.
