Palm Coast Man Arrested for Molesting Minor After Lengthy Investigation
Joseph Thomas Horovsky, a 21-year-old man from Palm Coast, was arrested on September 4 by the Flagler County Sheriff’s Office (FCSO) for sexually molesting a child under the age of 12. The investigation began in June 2023 after the victim bravely reported the abuse, detailing that the molestation had occurred over the past two to three years.
The victim disclosed to detectives that Horovsky had touched her inappropriately on five separate occasions. Following the victim’s statement, FCSO spent 15 months building a strong case against Horovsky. A warrant was finally issued, leading to his arrest. He has been charged with lewd and lascivious molestation by a person over 18, with a victim under 12 years old.
Flagler County Sheriff Rick Staly commended the victim’s courage in coming forward, stating, “This pervert is now locked up… thanks to a courageous child.” Sheriff Staly praised the thorough investigation conducted by the Major Case Unit detectives, ensuring that Horovsky can no longer harm children. Horovsky is currently being held without bond at the Sheriff Perry Hall Inmate Detention Facility. His arrest highlights the importance of community vigilance and thorough investigative efforts to protect vulnerable children from predators.
